With approximately 90% of Maine’s land designated as rural, accessing essential health services becomes increasingly challenging. Approximately 80% of Maine's population lives in urban areas, leaving rural communities with limited access to necessary medical and mental health resources.

Justice-involved individuals in Maine often include those coming from underserved populations such as the elderly, veterans, and indigenous communities, all of whom face heightened difficulties in accessing care. The prevalence of co-occurring disorders is particularly alarming in these demographics, with high rates of substance use and mental health challenges. For example, in Washington County, only a few resources are available for individuals in need, further complicating their engagement with treatment services.

This initiative aims to ensure equitable access to integrated treatment for these vulnerable rural populations. Eligible applicants will include community organizations, healthcare providers, and correctional facilities that have the ability to establish partnerships and deploy mobile clinics.
